 Why is this website so crudely designed?

I've always had a fascination with the 1990s style internet, whether it be with the simple layout of these websites, or the overuse of unnecessary GIFs. I decided to create this website, which takes heavy inspiration from Geocities sites you may have seen from the '90s to 2000s. I also believe in practical solutions and avoid overcomplicating my programs with fancy, yet unnecessary UIs. Websites like this one have existed since forever, so why the change?
